The Air Canada Component of CUPE has filed a new policy grievance concerning Air Canada Rouge operations. Click HERE to view the grievance form.
This grievance follows our previous bulletin on Rouge fleet caps and scope protections and addresses ongoing concerns that Air Canada is expanding Rouge beyond its agreed “low‑cost leisure” mandate and providing business class service on Rouge flights, contrary to the Collective Agreement. The Union asserts that Air Canada’s actions violate Articles 2.04.01, 2.04.02.01, and 2.04.06 of the Collective Agreement. In our opinion Air Canada has provided business class service on Rouge flights and expanded its “low‑cost” market segment mandate for Rouge contrary to restrictions agreed to by the Parties.
Member reporting is vital to enforcing our scope protections. Please report any anomalies you observe, including:
- Aircraft or route movements between Rouge and mainline that appear inconsistent with the Rouge “low‑cost leisure” mandate.
- The offering, marketing, or provision of business class (or equivalent premium cabin) on Rouge flights.
- Scheduling or deployment patterns suggesting Rouge expansion into non‑leisure markets.
- Any other potential violations related to Articles 2.04.01, 2.04.02.01, and 2.04.06.
When reporting, include:
- Flight number, date, route, and aircraft type.
- Photos of cabin configuration, seat maps, or marketing materials (if available).
- Screenshots of fare classes, cabin names, or seat selection displays.
- Any relevant internal communications or public-facing ads.
- Your contact details for follow-up.

We will continue to update you as this grievance proceeds and will use all available avenues to protect your negotiated scope and working conditions.
We would also like to remind all members that the Union is filing scope grievances with the employer. This is a normal process when there is a violation we see to the Collective Agreement. Please remember we are all under the Air Canada umbrella. If we come from Mainline or Rouge, we should be treating each other with respect and not taking our frustrations out on each other due to the way the Company is operating Rouge and or Mainline.
