Secretary Treasurer Q3 Report – July 2023

As of May 1, 2023, I am the new interim Component Secretary Treasurer. Transparency is very important to me.  In my new role, my intent is to provide regular reports to the membership. You can expect quarterly and yearly reports. This first report is Quarterly and covers the period between July 1, 2022 to March 31, 2023. Our fiscal year ended on June 30, 2023, a full yearly report will be published in the coming weeks.

2024 Component Budget
ACCEX met in June to review a draft budget for our 2023-2024 fiscal year. Here are some highlights :

  • ACCEX has decided to allocate $1.5 Million to the 2025 bargaining. Our goal is to accumulate $ 3 million for 2025. This money will be used for bargaining and more importantly for media campaigns.
  • ACCEX allocated additional funds to Local 4091 to cover for an additional full time and half release.
  • ACCEX also allocated funds to change our Air Canada Component of CUPE sign at our Belfield office.
  • The 2023-2024 Budget was unanimously approved by ACCEX.

Banking and Investments
As of July 11th, we have $2,753,814 in 2 GIC’s.

  • $ 1,252,814 @ 3.45% Maturing on May 6, 2024
  • $ 1,500,000 @ 5.05% Maturing on September 17, 2023

We also have a balance of approximately $3,560,000 in our savings account, we currently earn 2.9% interest in our savings account.

In order to increase our revenues, we are currently looking at changing financial institutions. Desjardins Credit Union would give us 5.00% interest on our day-to-day chequing account. Their GIC’s carries a minimum of 5.20%. This would increase our revenues and make a huge difference at the end of the year.

Audits
Our three Component Trustees have completed the 2015-2016 audit. Their report will be published to the membership shortly. Trustees have a few more years to audit. We hope to be able to complete all remaining audits before the end of this year.

Banking and Investments
As of September 1st, we currently have 3 GICs as outlined below:

  • $1,012,500 – Two-Year 1.25% GIC, maturing Dec 17, 2022.
  • $1,500,000 – Nine-Month 4.10% GIC, maturing May 03, 2023.
  • $1,212,000 – Two-Year 3.45% GIC, maturing May 06, 2024.

In addition, we have just under $1,300,000 in Savings earning an interest rate of 2.20%.

2022 Fiscal Year End
The fiscal year ended on June 30, 2022, and I am happy to report that the Component was successful in returning to operating with a surplus.  When the 2022 budget was completed over a year ago many of our members were still laid off. As such we remained rather conservative in our budgeted spending which had led to a surplus as revenues increased well beyond budget with all members recalled and new hires joining our membership.

2022 Fiscal Year (July 2021 – June 2022)
Please see below the Unaudited Statement of Operation for the past fiscal year which ended on June 30, 2022. Our annual accounting audit will take place in January 2023 as per the Component Bylaws.


2023 Component Budget
ACCEX met in late July to review a draft budget for our 2023 fiscal year. Some highlights of the budget are as follows:

  • Local 4091 (YUL) has seen rapid growth over the past year and YUL is now the second largest base at Mainline.  As such ACCEX allocated funds to Local 4091 to cover the cost of additional full-time release for their office from the Component budget.
  • ACCEX made the decision to begin to allocate significant funds to 2025 Bargaining as part of the budget and we hope to continue to do so over the next 2 years so that the Union is ready when we enter negotiations with Air Canada and Air Canada Rouge in 2025.
  • Budgeted for new Union Pins for the membership which can be worn with your uniform.

Overall, the budget runs with a small surplus and was unanimously approved by ACCEX.

Belfield Update
The replacement of the office roof was completed in August 2021 without any major issues. Throughout the fall the office got more use with the partial return of some staff and committees using the office space for in-person work. We were also able to recall all of our IAM represented employees.

Statement of Operation
Q1 and Q2 2022 (July 2021 – December 2021)
Please see below the Unaudited Statement of Operation for the first half of the 2022 Year End which ended on December 31st, 2021. With the impressive number of recalls over the period, we have returned to a surplus position after the last two years of deficit. The current surplus actually covers our recorded deficits, which in essence means our finances have broken even from the COVID-19 pandemic at this point.

Audits
Our external auditors completed our 2021 Year End Audit this week without any issues, and very little adjusting entries which resulted in a lower annual audit fee. The Statements still need to be approved by ACCEX at our next quarterly meeting. In addition, the three Component Trustees were present in the office last week and were able to complete the 2015 Year End Trustee audit. The results of their audit and my reply will be shared in a separate communication from them.

As announced earlier this week, I will be taking a temporary leave in order to complete a 6-week assignment as a CUPE National Servicing Representative. Local 4091 President Guillaume Leduc will be stepping in during this time and will work with our bookkeeper to ensure the smooth running of the Component finances. I have full faith in Guillaume’s abilities and will only be a phone call away.

Banking and Investments
As of November 1st, we currently have $3.2 million saved in three different GICs. As the GIC’s mature over the next year, I am hoping to see some upward movement in interest rates as we are currently earning about 1.0% return on our investments. We also have a balance of approximately $990,000 in our savings account.

Belfield Update
The Office is starting to see more regular use and with that we have had some minor increases in operating cost as we increase cleaning services and utility use. We are currently working with our office staff to discuss a partial return to in-person work but also recognize that a hybrid model of in-person and remote work appears to be the new “normal” for most businesses.

2021 Fiscal Year End
As the fiscal year ends, I am happy to report that the Component was successful in overcoming the many financial challenges that this past year put in place.  ACCEX initially budgeted to run a $200,000 deficit during the year, but with strong cost control measures and continued government assistance through the CEWS program we were able to significantly reduce the size of our deficit.  Some of the adjustments made to the Component’s operation will have long-term cost savings for the Union. I also want to thank the Local Presidents for their assistance and flexibility over the past year.

2022 Component Budget
ACCEX met in late July to review a draft budget for our 2022 fiscal year. We remained conservative in our anticipated dues revenue but did budget for increased funds for our committees compared to last year and set aside funds for the resumptions of the bargaining reopener.   The budget was unanimously approved by ACCEX.

Trustee Audits
Our three Component Trustees are scheduled to resume audit work in September. They will start with finishing off the 2015 year end audit. As part of the 2022 budget, I have allocated a significant amount of funds so that the trustees may continue to work through the backlog of trustee audits. It’s worth noting that our books are audited annually by an external auditor, to ensure the Financial Statements as a whole are free from material misstatement, whether due to fraud or error, and that the Statements are presented in compliance with Canadian Accounting Standards for Not-for-Profit Organizations.

Belfield Update
The Component moved into our offices at 25 Belfield Road in 2006. The Office was heavily renovated at that time and a new roof was installed in May 2006 with a 15-year warranty. There were multiple days of heavy rain in late May and our roof began had a major leak … exactly one week after that 15-year warranty expired. Great timing, eh?  As such we had two different roofing companies provide quotes for repair and replacement. Based on the reports from the different roofing companies, ACCEX decided it was best to go for a forward with a replacement and work began this week.
