Recall Update – October 30, 2020

Below please see the weekly update on recalls.   New notices for Rouge in YMQ (Montreal) went out earlier this week. These new notices are still for the same 60 positions we announced earlier this month and are being sent due to members declining a recall to Rouge.

YMQ – 60 Rouge Montreal Recalls

There have been three batches of recalls notices. In total so far 14 members have accepted.

The first batch of 100 notices sent earlier this month had three members accept.  These notices were sent to seniority 18215 to 18850. The deadline for Acceptance and Decline has now passed.

The second batch had 150 notices which were sent late last week, so far 9 members have accepted. These notices were sent to seniority 18855 to 19760. Acceptance is open until November 3, 2020.   If you do not wish to accept your recall, you MUST decline by November 10, 2020.

50 new notices went out earlier this week to seniority 19765 to 20050, so far two have accepted. Acceptance is open until November 5, 2020.  If you do not wish to accept your recall, you MUST decline by November 12, 2020.

For these YMQ recalls, all members are expected to be available and start as of November 23, 2020.  You will be starting to accrue pay credits (MMG) at this time.

YTO – Rouge Toronto Recalls

At this time there are no recalls in process for the Rouge Toronto base.

Air Canada Mainline Recalls

At this time there are no recalls in process for any mainline bases.

Updated Seniority List for Recall Purposes

We have requested the “Recall Seniority List” on ACaeronet be updated to reflect real time information from the original list posted. At this time, your Union has updated the seniority list with the information provided by Air Canada and attached a link to it below. As we cannot publish this privately, we have removed names and employee numbers, so it is purely based on your current 2020 Master Cabin Personnel Seniority number.

***Please note there may be errors or omissions, if you are aware of any please contact your union. You will also note that those members on leaves but senior enough to avoid layoff will be coded as Active***

Recall Update – October 24, 2020

We wanted to provide a brief update on the recall process, as new notices for Rouge in YMQ (Montreal) went out yesterday. These new notices are still for the 60 positions we announced last week and are being sent due to members declining a recall to Rouge.

YMQ – Rouge Montreal Recalls

Of the 100 notices sent last week for 60 positions, three members have accepted.  These notices were sent to seniority 18215 to 18850. Acceptance was open until October 21, 2020.  If you did NOT accept your recall, you MUST decline by October 28, 2020.

New notices went out yesterday to seniority 18855 to 19760.  Acceptance is open until November 3, 2020.  If you do NOT wish to accept your recall, you MUST decline by November 10, 2020.

For these YMQ recalls, all members are expected to be available and start as of November 23, 2020.  You will be starting to accrue pay credits (MMG) at this time.

YTO – Rouge Toronto Recalls

The recall process for YTO – Rouge Toronto has finished.

Seniority 18215-21790 were all offered recalls to YTO.  Out of the 714 recalls issued 142 have accepted.

Air Canada Mainline Recalls

At this time there are no recalls in process for any mainline bases.

Recall Notices – December 2020 – Rouge YMQ (Montreal)

The Company has advised us that there will be 60 recalls for Cabin Crew positions at Air Canada Rouge in Montreal (YMQ) for the December 2020 block month. As these are new recalls, they will be offered to the most senior members on layoff status. The letters will be sent later today.

If you intend to accept the recall to Air Canada Rouge you must respond to it within 7 calendar days. Please be sure to review all information about the working conditions at Air Canada Rouge before you accept.  Take your time to review the information and be certain that you understand what this role will entail.  If you require any clarification or information, we encourage you to reach out to us directly by email so we can get back to you in a timely manner.

If you do not wish to accept a position at Air Canada Rouge you have 14 days to advise of such in order to be eligible for future recalls. You must reply to the recall notice to maintain your eligibility for future recalls. Please note that declining a recall to Rouge will not affect your seniority and you will be eligible for future recalls to both Mainline and Rouge that are offered in the future.

All members being recalled will be notified via registered letter.  Please note that due to COVID-19, there may be some delays in these letters reaching you. To compensate for this the Company will also be advising all those recalled via Company email and a courtesy phone call.  Please check your recall notice for more details.

As a reminder the Collective Agreement says the following about recalls:

17.16.02  An employee on laid-off status shall be notified by the applicable company, of the first available assignment either at Air Canada Mainline or at Air Canada Rouge to which his/her seniority entitles him. Failure to advise the applicable company within seven (7) calendar days of the registered postmark date of his/her desire to be considered for the assignment shall disqualify him for the assignment.

Recall notice shall be sent by registered mail to the last address filed with the company.

I have already turned down a position at Air Canada Rouge, why am I receiving a recall notice again?
As per the above article, an employee on laid-off status shall be notified of the first available assignment at either Air Canada Mainline or Air Canada Rouge. As this is a new recall offering it must be once again be offered to the most senior members still on layoff status. You again have the option to accept or decline the recall. Please remember that you must still decline within 14 calendar days in order to maintain your name on the seniority list and be available for future recall notices.

I accepted a position at Air Canada Rouge in Toronto, will I be able to transfer to the Montreal base?
Unfortunately not as you accepted a recall to the Toronto base. As per Article 18, base transfers are not actioned while members remain on laid-off status. In addition, as the initial recalls to Air Canada Rouge in Toronto went fairly junior, there is no guaranteeing that the recalls to the Rouge Montreal base will go as junior.

Why are there no recalls to Air Canada Mainline for December?
At this time we have not been advised of any, but this does not mean it is definitely off the table. There could still be recalls to Mainline as the timeframe for recalls to the point of layoff is shorter then the recalls process to Rouge. In addition, the 291 members who took the 6-month SPLOA that was offered during mitigation will be returning to the workplace in December increasing the active Mainline membership. We have requested that additional SPLOAs be offered and to date have yet to hear back from the Company.

Bill C-4 Follow Up

As a follow-up to the bulletin we issued on October 1, 2020 (Click HERE to view), Bill C-4 received Royal Assent on Friday, October 2, 2020, following passage in the Senate. We are pleased that this bill has been passed offering our members COVID-19 Leave options.

We were in regular communication with Air Canada and Air Canada Rouge as we heard from so many members who needed to know when the policy that aligns with these programs would be published.  Air Canada has provided their official COVID-19 Leave policy and an FAQ document. These documents can be found on Aeronet in the HR Connex portal under the COVID-19 Mitigations Tab at the top of the page. They can also be found by clicking HERE for the Policy, and HERE for the FAQ document.  The Air Canada Rouge policy will apparently mirror the Mainline policy and should be available soon.  Your Union has followed up and will continue to do so until the policy is posted for all members.

If you intend to apply for the benefit provided by the Federal Government, it is important that you review the criteria of these benefits fully. We continue to work with CUPE National and are engaged in efforts to have a liaison with Employment and Social Development Canada who specialises in the unique nature of our workforce and to help navigate applications for these benefits.  We will provide updates on this as soon as they are available to us.

Company Policy Regarding US Flights

On September 18th the company abruptly announced that it was changing its policy regarding US flights effective the October block month such that our members will no longer be able to opt out of flights to US destinations regardless of how they bid.

Unlike the lengthy and proper discussion prior to implementing the “opt-out policy” back in July, the Union was provided almost no advance notice before this announced. There was no consultation.

The company’s memo stated “Following our Flight Path behaviour of Safety First, Always, we’ve since implemented measures on-board our aircraft to ensure the safety of you, your colleagues and our customers. These measures include passenger screening, mandatory masks on board and customer temperature screening, in addition to making the necessary PPE available to all crew members.

We did a quick fact check and to be perfectly clear – all of these protections were already in place prior to the policy coming into effect. The company’s statement that these are recent improvements simply isn’t true.

What does the data say about the US situation?

The pandemic is an evolving situation and the Union felt it was prudent to verify the situation at the US destinations scheduled for October service.  What we found is that the US is experiencing dramatically different infection rates depending on State and even city lines.

Since the company’s policy was implemented on 15JUL2020 the U.S. National 7-day average infection rate has fallen from 61,892.00 to 43,111 (28SEP2020).

We looked into the 7-day infection rates per 100K inhabitants for all the US destinations we are flying to in the month of October.  For the October block month there are layovers in Los Angeles, San Francisco, Las Vegas and Orlando. There are flights (no layovers) to Fort Myers, Tampa, and Fort Lauderdale.

Currently some fall close to the range of levels being seen in Ontario and Quebec. However, Los Angeles, Orlando, Tampa and especially Las Vegas continue to trend well above levels being seen at any of our Canadian, and many other international destinations grappling with the virus.  It should also be noted that Quebec is currently at the start of a partial lockdown due to its daily infection rate.

What is the Union doing?

The Union continues to impress upon the company the importance of recognizing the fact that things are not back to normal, no matter how much we would all like them to be. Layovers include hazards that extend beyond the aircraft where it is easier to control the overall environment. We will continue to encourage responsible and safe methods for the re-opening of air travel. However, this must take into account the different circumstances we all face, which affect our individual susceptibility to the SARS-CoV-2 virus. Forcing a blanket policy that “things are safe” won’t accomplish this and undermines our collective efforts to instill confidence in the travel industry, both amongst employees and customers.

What can you do?

We would like to remind you that you have a variety of PPE available to you from the employer, for use while at work and on layover. You can find the PPE guide on ACAeronet > ePub > PPE tile

The safest option on layover is to remain on the hotel premises, to always keep your physical distance between others to 2m +, wear a face covering, limit the duration of contact with others, avoid group activities, and wash your hands frequently for 20s+ or use a hand sanitizer.

You always have the right to KNOW, PARTICIPATE, AND REFUSE DANGEROUS WORK. We encourage all our members to file a health and safety complaint e-report. It really does help us help you when things are officially reported as it generates statistics and documents the many specific examples you have.
